Yes, we were the only people here so we used the timer on the camera for a selfie on the steps of Santa Luzia! There is a fenicula that runs from Viana do Costelo up Mount Santa Luzia to the basilica but it started later. Maybe tourists would arrive then? There are definitely benefits travelling in March before the tourist season begins.
